Revived Panay railway system could be ‘Made in China’

Should it be revived, the Panay railway system could be a case of “Made in China,” as a Chinese firm is to study the practicality of the project.

This was after the China Railway International Group Ltd. signed a memorandum of understanding and cooperation with Panay Railways Inc. in Iloilo City last March 18.

“We asked them to finish the feasibility study within two months. PRI will process it and we will submit it to the National Economic and Development Authority,” said PRI director and treasurer Cesar Capellan.

PRI president Juan Catalan signed the agreement with CRIGL Deputy General Manager Bai Rui.

Capellan said the Chinese firm will also provide the financing scheme for the project, which may cost P16 billion.

A report on The Daily Guardian said the project could be a public-private partnership (PPP) or build-operate-transfer program. It may take three years to finish.

The revival of the railway from Iloilo to Capiz was discussed during the administration of former President Benigno Aquino III, but then transportation secretary Manuel Roxas II opposed it.

At the time, Roxas said it would be more practical to put up an expressway from Iloilo to Capiz instead of reviving the railway.
