Ang pagbabalik: DoTr to study Panay Railways revival

Panay Railway could finally be on the way to being revived as a major mode of transportation in the Visayas, as the Department of Transportation is studying such a plan for it.

DOTr undersecretary for legal and procurement Raoul Creencia said their rail group is studying the plan, Iloilo-based The Daily Guardian reported.

Panay Railways Inc. had operated a railway system between Iloilo City and Capiz province in the 1980s.

“It all starts with the feasibility study (FS) but as you know once the president identifies an infrastructure project our objective is to finish it within (President Duterte’s) term,” Creencia said.

He said a Chinese firm also conducted a study on the Mindanao Railway System Project, which includes the Panay Railway.

But he also said it may take time to finish the feasibility study.

Also, he said the country needs foreign technical consultants, especially for railway projects.

While the Regional Development Council in Western Visayas endorsed the revival of the railway system as early as 2010, then President Benigno Aquino III and interior secretary Manuel Roxas II rejected it due to the cost.
